St. Louis County is home to 3.6 percent of Minnesota’s population but 10.5 percent of the state’s opioid overdose deaths. Combining heroin and opioid overdose deaths in Minnesota, St. Louis County ranks third statewide, just behind Hennepin and Ramsey Counties’ overdose rates. A St. Louis County Jail survey of inmates conducted in January 2019 found that 52 percent of inmates self-disclosed that they had used heroin/opioids; 35 percent stated they used heroin/opioids on a daily basis; and 11 percent reported they were on a medication-assisted treatment (MAT) program prior to arrest. The St. Louis County Jail was working to ensure that individuals who came into jail who were on an MAT program could continue the program and that those screened for an opioid use disorder and in need of MAT could get started on MAT in jail. St. Louis County used its Building Bridges implementation funding to hire an MAT navigator who worked to promote recovery through coordination of care, linkages to treatment, and building relationships with community agencies and individuals involved with the justice system. The county also developed two training sessions for peer recovery specialists in the region and helped peer recovery support specialists connect with individuals who had a substance use disorder and were involved in the criminal justice system.
