Friends Research Institute
For over 60 years, researchers at Friends Research Institute (FRI) have received federal, state, county, and private funding to conduct studies in the fields of substance misuse, criminal justice, health, HIV/AIDS, and mental health. FRI's recent social research has focused on the development and assessment of innovative strategies in pharmacotherapy, psychosocial treatments, bio-behavioral HIV interventions and prevention.

Health Management Associates (HMA) is a leading independent national research and consulting firm in the health care industry. HMA is providing expert technical assistance and coaching to the communities selected for the Planning Initiative to Build Bridges between Jail and Community-Based Treatment for Opioid Use Disorder.
Institute for Intergovernmental Research
The Institute for Intergovernmental Research (IIR) serves as the COSSUP Network coordinator for training and technical assistance (TTA) efforts and collaborates with Bureau of Justice Assistance leadership and fellow TTA providers to support COSSUP site-based grantees. IIR's role includes publication production and design; planning, coordination, and delivery of national-level trainings and working group meetings; COSSUP Resource Center website development and maintenance; coordination of distance learning opportunities and resource dissemination; and coordination of other complementary activities.
National Association of Counties

The National Institute of Corrections (NIC) is the only federal agency with a legislative mandate to provide specialized services to corrections from a national perspective. NIC provides practical assistance in planning and implementing improvements at the federal, state, tribal, and local levels. National Institute on Drug Abuse
The National Institute on Drug Abuse (NIDA), part of the National Institutes of Health (NIH), is the lead federal agency supporting scientific research on drug use and its consequences. Through the NIH HEAL (Helping to End Addiction Long-term℠) Initiative, NIDA is funding an evaluation of the Building Bridges project, led by a team at Friends Research Institute.
National Sheriffs' Association
The National Sheriffs' Association (NSA) is one of the largest associations of law enforcement professionals in the United States, representing more than 3,000 elected sheriffs across the nation with a total membership of more than 20,000. NSA is a nonprofit organization dedicated to raising the level of professionalism among sheriffs, their deputies, and others in the field of criminal justice and public safety. Throughout its 77-year history, NSA has served as an information clearinghouse for sheriffs, deputies, chiefs of police, other law enforcement professionals, state governments, and the federal government.
